General Flood Advisory Under present weather conditions, At 3:00 PM today, the center of the eye of Typhoon "OFEL" {USAGI} was estimated based on all available data over the vicinity of Baggao, Cagayan (18.0°N, 122.1°E) with maximum sustained winds of 165 km/h near the center and gustiness of up to 275 km/h. It is moving West Northwestward at 20 km/h. The 12-hour rainfall forecast is moderate to occasionally heavy rains . WATERCOURSES LIKELY TO BE AFFECTED : + **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit. + **Pangasinan** - Rivers and its tributaries particularly Balincaguing and Alaminos. + **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan. + **La Union** - Rivers and its tributaries particularly Amburayan, Baroro, Lower Bauang and Aringay. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to take appropriate actions.
